It is part of a number of initiatives (commitment to science) promoted by the Government through FCT (Science and Technology Foundation) to strengthen scientific and technological cooperation with institutions of internationally recognised merit so as to underpin innovative projects that effectively contribute to reinforcing scientific and advanced education capabilities in Portugal.
Goals
- To train highly qualified ICT experts in close cooperation with businesses;
- To make Portuguese Universities more international, through the development of top world level programs and the recruitment of teachers and students outside Portugal;
- To promote change in Portuguese higher education and an enhanced culture of cooperation in Portuguese Universities – among themselves and between them and international Universities, and national and international enterprises.
Reasons for choosing Carnegie Mellon University
Carnegie Mellon is one of the best American Universities in Computer Science, being part of the Top 10 Engineering Schools. It has 11 Nobel Prizes and 6 Turing Awardees (Computer Science awards equivalent to the Nobel Prize). It has a successful background in terms of internationalisation processes, having active poles in Athens, Kobe, Lausanne, Singapore and Qatar.
An innovative Program
The CM program has an operating model based on 4 pillars:
- State (FCT)
- CM
- Portuguese Universities and R&D institutions
- Industry affiliates

This fourth pillar – Industry affilliates – confers an orientation towards a close University-Enterprise link to the program, determining an enhanced alignment of educational actions with the needs of the affiliated companies.

The program provides educational actions in the following domains:

PT’s involvement in the Program
PT has been from the very first moment the central element of the fourth pillar – Industry affiliates – having celebrated a cooperation agreement with FCT in the scope of which it got the Statute of Business and Institutional Partner, thus committing to support the financing and the management of the program during the five years of validity of the agreement. From this viewpoint, its involvement includes:
- To promote R&D investment;
- To promote and lead the Industry Affiliates program (namely for SMEs) in the scope of Information Processing & Networking;
- To actively promote the program for its employees and other external candidates, aiming to acquire students for the distinct educational areas, namely the Masters programs (filling its share of places allotted)
- Access to projects of applied research of CM’s CyLab in the domains of information security, dependability and privacy.
Educational actions supported by PT
PT supports preferably Professional Masters in the scope of Information Processing & Networking:
- Master in Information Networking (MSIN) - University of Aveiro and CM
- Master in Information Security (MSIT-IS) - University of Lisbon and CM
- Master em Software Engineering (MSE) – University of Coimbra and CM
- Master in Human-Computer Interaction (MHCI) – University of Madeira and CM
These programs confer a Dual Degree:
- By Carnegie Mellon University as MSc
- By the Portuguese University as DFA (3rd Cycle of Bologna)
These Masters Programs are positioned in terms of labour market as Technological MBAs and have a pre-Bologna University degree and professional experience as application requirements.
Applications for PT support
PT will accept applications from internal (PT employee) or external candidates.
For PT employees working in national or international PT Group operations (Brazil and Africa): these candidates should check the specific information for employees at Campus PT website http://campuspt.telecom.pt/.
PT considers this program a way of capturing talent at national and international level and therefore, it has reserved a 20% quota for external applicants from the places allotted in the various educational actions.
PT supports external applicants who are Portuguese citizens or from Portuguese-speaking countries and who have successfully concluded their application to the selection committee of the respective educational action. In these circumstances, these citizens will be entitled to apply for support from PT, which will be evaluated as a function of the merit of the application, of the evaluation of his/her potential for future collaboration in PT’s business and of the number of places available.
PT’s support for external candidates
Admitted external candidates receive the following package of benefits from PT:
- Exemption of enrolment and tuition fees (PT SGPS – FCT agreement);
- Scholarship worth Euro 15,000 per year for the duration of the educational action, which may be converted into a fixed-term contract with a PT subsidiary.
- Subsidy for travel and accommodation to study at Carnegie Mellon University in Pittsburgh during a semester up to a maximum of Euro 3,500.
In return, PT will be entitled to:
- Claim all intellectual property rights that may arise in connection with the involvement of each external candidate supported by educational or research actions of the program;
- Right of preference in hiring such person with a retention period of three years.
The student supported by PT is obliged to full-time attendance of the action and the applied work will cover a topic of interest for a PT subsidiary.
Timings and applications for 2010 -2011
This is an ongoing application process; therefore, it is already underway for School Year 2010-2011.
If you are considering to submit an application for School Year 2010 – 2011, start your preparation as of now and schedule your GRE and TOEFL tests in due time. Check available dates at http://www.ets.org/. The stated dates will no longer be available as of the moment when the sessions get full. Please pay attention to the following DATES:
- MHCI – Period of Application : from 1st September 2009 to 28th January 2010
- MSE – Period of Application: from 1st de September 2009 to 28th May 2010
- MSIT-IS - Period of Application: from 1st September 2009 to 31st May 2010

How to apply for support from PT
To apply for support from PT, external candidates, after acceptance of their application to the MSc or PhD courses duly confirmed by the relevant Universities, should address a letter to PT SGPS / AHC stating the applicant’s interest in working for PT as well as his/her acceptance to sign a contract yielding his/her right of preference in terms of hiring and retention (after the successful conclusion of the respective educational action). The letter should be accompanied by the following documents:
- Résumé;
- Document proving the acceptance of your application to the Educational Action in the scope of CMU-Portugal Program.
- Copy of the Statement of Purpose presented during the application to the Educational Action;
- Copy of the Letters of Recommendation;
- Document stating the score of the GRE test;
- Document stating the score of the TOEFL test.
